Student Enrollment
OVERVIEW
West Ada School District offers several enrollment options to meet the needs of students and families. Most students attend their assigned boundary school based on where they live. Families may also apply for Open Enrollment, Schools of Choice, Preschool, Dual Enrollment, or Homeschool Dual Enrollment opportunities.
This regulation explains each enrollment option, eligibility requirements, application processes, important deadlines, and registration requirements. All enrollment decisions remain subject to applicable state and federal law, school and program capacity, attendance requirements, discipline considerations, and District procedures.
SECTION 1: TRADITIONAL ENROLLMENT
Traditional enrollment is the standard and most common way students attend a West Ada school, where they enroll in the school assigned to the attendance boundary where they live.
Eligibility
- Student resides within the school's attendance boundary.
- Student meets age and residency requirements.
- Required enrollment documentation is provided.
How to Enroll

Step 2: Complete the District online enrollment process at: Enrollment | West Ada School District
Step 3: Submit required documentation:
- Proof of current residency (within the last 60 days)
- Birth certificate or approved alternative documentation per Section 18-4511, Idaho Code
- Immunization records or exemption documentation refer to Health Services | West Ada School District for additional information
Step 4: Complete all school enrollment requirements. Missing documents may delay your student’s schedule being released or result in disenrollment.
Guidelines:
Proof of Residency Guidelines
- At the time of enrollment, the parent or legal guardian of a student shall provide proof of residency.
- Proof of residency shall also be required at any time there is a change of address or a change of school including transitioning from elementary school to middle school and middle school to high school.
- If the school receives notification that there has been a change in address that the student no longer resides in the school’s attendance boundaries and parent/guardian is unable to provide proof of residency, the student will be withdrawn at the end of semester or end of the year break. Notice may occur in advance of the quarter, semester or year-end break to allow the family to make appropriate arrangements.
- If the student is not residing with legal parent/guardian, then legal documentation must be provided to the school with evidence of legal status to make educational decisions on behalf of the student. (i.e., Power of Attorney)
West Ada School District encourages students to be enrolled full-time
SECTION 2: OPEN ENROLLMENT (In-District and Out-of-District)
Families who wish for their student to attend a West Ada school other than their assigned boundary school or families who live outside West Ada School District and wish to attend a West Ada school may apply for open enrollment.
Eligibility
- Open Enrollment applies to grades K-12.
- Enrollment is subject to available space and program capacity.
- Students must attend full-time.
- Open Enrollment does not apply to Schools of Choice, Preschool, CTE specialty programs, DHH programs, or other programs with separate enrollment procedures.
How to Apply
Step 1: Complete the appropriate online application at Open Enrollment Information | West Ada School District

Step 2: Submit the application by February 1 for priority consideration for the following school year.
Step 3: Requested school will review applications and respond within 60 days of submission.
Step 4: Upon approval, families must accept or decline the offer within one calendar week.
How Applications are Reviewed
Applications will be considered based on:
- Enrollment of resident student capacity
- Program capacity
- Attendance history
- Discipline history
- Student-teacher ratio requirements
Priority Considerations
In-District requests receive priority over Out-of-District requests.
Additional considerations may be given to:
- Siblings currently attending the requested school
- Students of employees working at the school
- Students of District employees employed at .50 FTE or greater
Wait Lists
- Students denied due to capacity may request placement on the school’s wait list.
- Wait lists are first-come, first-served.
- Wait lists expire at the end of each school year.
Denial of Open Enrollment
Applications may be denied due to:
- The school exceeds the maximum enrollment of resident students or program capacity
- Chronic absenteeism
- Significant disciplinary history
Revocation of Open Enrollment
Previously approved enrollment may be revoked if:
- The school exceeds the maximum enrollment of resident students or program capacity
- Student becomes chronically absent
- Student commits repeated serious disciplinary infractions
- Student is expelled

Capacity standards
For open, dual, and homeschool dual enrollment, the District uses staffing and program limits to determine space available and to preserve capacity for resident growth.

Students with disabilities receive equitable access consistent with law and District policy. Placement requests may be reviewed to confirm the school can meet the student’s needs given staffing, caseloads, resources, and program availability.
The District will process open enrollment and in-district transfer applications within 60 days of a completed application being submitted.
If the request is denied, parents will receive written notice that explains why and how to appeal.
February 1: Target deadline for many requests for the next school year (in-district transfer and out-of-district open enrollment).
- Applications received after February 1 may be considered based on capacity.
Note: Idaho law allows open enrollment applications to be accepted throughout the year; however, capacity rules still apply.
SECTION 3: SCHOOLS OF CHOICE (SOC)
West Ada's Schools of Choice provide families with additional educational options by offering schools with specialized instructional approaches or unique learning environments. These schools, noted below, are open to eligible students through a separate application process and are not based on a student's attendance boundary. Admission is subject to available space and any program-specific requirements.
- Elementary Schools of Choice; specialized instructional programs focused on either the Arts or STEM
- Renaissance High School; rigorous curriculum centered on the International Baccalaureate (IB) Program
- Idaho Fine Arts Academy; specialized instruction in the performing and visual arts
- Alternative Schools; flexible pathways and individualized support
Eligibility
- Students must complete the School of Choice application process.
- Enrollment is determined through lottery procedures or program-specific admission criteria.
- Students must attend full-time.
How to Apply
Step 1: Submit the School of Choice application during the annual application window at Schools of Choice | West Ada School District or submit the application for program-specific admission criteria.
Step 2: Participate in any required lottery, audition, or academic review process.
Step 3: Accept or decline an offered seat within the stated deadline.
Step 4: Complete enrollment and residency verification.

Important Information
- Idaho Open Enrollment laws do not apply to Schools of Choice.
- Wait lists are maintained when applications exceed available seats.
- Out-of-District students must complete both the School of Choice process and the Out-of-District Open Enrollment process.
SECTION 4: Early Childhood Special Education Program (PRESCHOOL)
Enrollment in the Early Childhood Special Education (ECSE) program is dependent upon a student being eligible for special education services 3 – 5 years old. The ECSE program is not a grade, it is a program. This distinction means that:
- Idaho Open Enrollment provisions do not apply to the ECSE programs.
- ECSE programs maintain separate enrollment requirements and procedures. These requirements are outlined in the Idaho Special Education Manual provided by the State Department of Education in accordance with the federal law - The Individuals with Disabilities Education Act (IDEA). Students enroll in the ECSE program in three different ways:
- A transition from the Department of Health and Welfare’s Infant/Toddler program for student with disabilities birth to 3;
- A Child Find screening process for parents who suspect their student may have a disability; or
- A student moves into the West Ada School District boundary already identified as a student with disability and has an Individual Special Education Plan (IEP).
How to Enroll:
- Transition from Infant Toddler program. Parents will receive a letter from the school district prior to your student’s 3rd birthday, and a transition meeting will be held. Details for enrollment will be given at that time.
- Child Find screening. If a parent suspect that their student has a disability, contact the Special Services department at 208-855-4400 to schedule a screening appointment. Details for enrollment will be given at that time.
- Moving into the West Ada School District, contact the Special Services department at 208-855-4400 and the ECSE site for your address will be identified for enrollment. Details for enrollment will be given at that time.
Online Enrollment procedures -
Step 1: Complete the District online enrollment process at: Enrollment | West Ada School District
Step 2: Submit required documentation:
- Proof of current residency (within the last 60 days)
- Birth certificate or approved alternative documentation per Section 18-4511, Idaho Code
- Immunization records or exemption documentation.
Step 3: Complete the ECSE school site enrollment requirements.
SECTION 5: DUAL ENROLLMENT AND HOMESCHOOL DUAL ENROLLMENT
Dual and Homeschool enrollment allows eligible students to enroll in West Ada School District while taking classes on a part-time basis rather than attending full-time. Students who wish to participate less than full-time in West Ada while also attending:
- Another Idaho public school
- A charter school
- A private school
- A homeschool program
Eligibility
- Participation is subject to available course capacity.
- Students must meet the same eligibility standards as full-time students.
- Activity participation must meet Idaho eligibility requirements.
How to Apply
Step 1: Complete the applicable Dual Enrollment or Homeschool Dual Enrollment application.
Step 2: School administration reviews available seats and program capacity.
Step 3: Complete the required Memorandum of Understanding (MOU), if applicable.
Step 4: Complete enrollment requirements.
Important Information
- Full-time students receive priority for available seats.
- Dual Enrollment and Homeschool Dual Enrollment are not available through Schools of Choice or Open Enrollment
- Students may not enroll solely for special education services.
Guidelines:
Less than full-time is defined as follows:
- High School is 2 or less credited classes
- Middle School is 3 or less classes
- Elementary School is 2.5 hours or less either morning or afternoon block.
SECTION 6: ENROLLMENT REQUIREMENTS
All students registering in the West Ada School District should refer to Enrollment | West Ada School District
Age Requirements
- Kindergarten: Student must be five years old on or before September 1.
- First Grade: Student must be six years old on or before September 1.
Required Documents
Families must provide:
- Birth certificate or approved alternative documentation
- Immunization records or exemption documentation
- Proof of current residency within 60 days
- Any applicable custody or guardianship documentation
Proof of Residency
Examples include:
- Mortgage statement
- Lease agreement
- Utility bill dated within the previous 60 days
Student Records
The District will request educational records from the student's previous school.
Student Placement
Placement decisions are based on:
- Previous grade placement
- Academic records
- Educational history
- Applicable state and federal requirements
Military Families
Students may register and enroll before establishing residency when military transfer orders indicate relocation into the District.
Students Experiencing Homelessness
Students qualifying under McKinney-Vento shall be enrolled immediately, even if enrollment documents are unavailable at the time of enrollment. Contact building administration, counselor and/or social worker.
